AGENDA ITEM 1 – Board Updates
TERRY: No Trespassing sign. Brenda doesn’t have any; he’ll have them made for the South side.
STEVE: He’ll work on the volunteer task force in January or after. This task force will keep the stream clear, accessible, and improve the aesthetics while still keeping it wild. It will also open the channel and get the grass cleaned out. He’s working on safety protocols and well as sections. | He built a bridge over the canal and it’s already being used.
CINDI: Income: Only $3K left to collect in HOA fees. Expenses: Postage went up from last year. Checking final landscaping invoices and total amount paid. The tree-clean up expense is noted under capital improvements.
AGENDA ITEM 2 - Neighborhood Entrance Clean-up and Redesign
VICTORIA & STEVE (This is separate of the sign project.)
Process: A few HOA board members (Terry, Steve, Victoria, and Sue) collected quotes and personally met with two landscapers to get their thoughts as well as discuss some of their own ideas. Entrance signs are (as of Nov. 13) pointing people to the website for more details.
Work will begin after Nov. 17 and the final date is TBA.
No major updates are planned at this time. E.G., no plants will be removed. No new plants will be added. The current solar powered lights will remain. We can consider changing these aspects at a later date.
NOTE: This work does not impact HOA dues.
Website and Facebook (details were posted). Brief update: A picture, which is a hand drawing, is meant to give people an idea of the design. --The current rock will be moved, the area cleaned of pine needles and weeds, and a new weed mat installed. --New rock will be placed over this rock to add some depth. --A rock river will begin at the side or middle of the sign and will run down to the end of the entrance. --The bigger rocks that are currently there will be repurposed to create the other border. --A few boulders will be added for dimension.
Steve: The contract is in process. Some additional details were added to protect HOA finances.
AGENDA ITEM 3 - Possible Dec. Holiday Potlock Party
There have been a few past holiday parties that have consisted of people who come to HOA meetings; we’ll skip anything official this year.
AGENDA ITEM 4 - Additional Items
VICTORIA: Approved to update the Architectural Control Committee verbiage so that members are noted as Board members rather than a general elected group that consists of association members. There are fewer requests than in the past for landscaping/home improvement requests, so a bigger group is not needed. The Board can nominate additional HOA members to participate.
HOA POLICIES AND ENFORCEMENT
Terese will put together a plan that the HOA can discuss in Dec. She will then present the final plan to the larger group during the Jan. Annual Business Meeting. The DRE (Department of Regulatory Agencies) has been a great resource.
Communication plan: There will be a flyer distributed in Jan. before the meeting.
History: About four years ago, a lawyer looked at bringing the covenants up to date. The attorney fees can be very high ($15K), but we need to be able to enforce HOA policies. The policies we currently have been violated a number of times.
To change the bylaws, a large percentage of property owners need to sign the new document.
Goals
We need to bring the bylaws and covenants into compliance to meet county and state regulations; however, these policies are lax. The HOA will have its own policies, which will be stricter.
The HOA needs to be specific about violations and what actions can be made. Example: Rentals are not allowed, but in practice there have been long-term rentals in the neighborhood.
We should show how stricter policies and enforcement of these policies will positively impact home values. HOA dues will increase if we need to hire outside management to enforce policies; we need to have our own system.
