Tues, April 7, at 6 pm: Area homeowners against the proposed high-density Avalon development
A FORCE OF AREA HOMEOWNERS IS NEEDED TO SHOW UP ON TUESDAY, APRIL 7, AT 6 PM WEARING WHITE SHIRTS in solidarity with one another if you’re against the proposed high-density Avalon development on the Welby Gardens site near W 64th Ave & Easley Rd.
Homeowner emails to the Arvada City Council (guidance below) are critical before the April 7, 6 pm meeting held at Arvada City Hall, 8101 Ralston Rd, where the development will be voted on by the council. Every email and white shirt matters to show the depth of community concern before the vote on this high-density development with permanent impacts to our community.
Avalon intends to maximize density and profits by fitting 1000 people on 20 acres (5 times density of surrounding neighborhoods) in 384 luxury apartments, 51 townhomes in twelve 3-4 story buildings up to 45 feet (taller than Morning Star), resulting in 2800 more vehicle trips per day through a single entrance/exit, which creates a wildfire egress hazard. Avalon does not offer affordable housing and there’s no public transportation nor retail services within walking distance.
The greatest impacts to surrounding communities would be increased traffic, resulting in cut-throughs in our neighborhoods, creating safety hazards, altering character, and potentially reducing property values. Easley Road is just two lanes and cannot safely handle the 2800 more vehicle trips per day.
Other impacts include: wildfire egress hazards, increased load on local services (grocery, schools, recreation), blocking views, environmental (increased light/noise/water/air pollution). Fieldstone, Westwood Links, Trail Village, and Trail Village Villas have joined forces into the Protect West Woods Neighbors effort against Avalon. We welcome others to join through emails to the city council and wearing white shirts to the meeting on April 7.
Avalon's inconsistency with Arvada's Comprehensive Plan, failures for the Land Development Code, your emails and participation April 7 (with option to speak) will help to defeat the incompatible Avalon proposal as was done against Amazon in 2021 at a nearby site. Interestingly, Arvada City Council member Sharon Davis is subject to an ongoing ethics investigation due to her alleged solicitation for support for Avalon when council members are required to remain impartial in their approach to public hearings.

Email Guidance
City Council gives far more weight to individual, personal emails than to form letters or copied language. Messages do not need to be long — thoughtful and authentic is far more effective than detailed or technical.

Public safety and evacuation risk:
The project concentrates over 1,000 residents with effectively one viable public access, creating unacceptable evacuation and emergency-response risks, especially given wildfire history in this region.
Fire access and redundancy:
The proposal relies on a secondary access that does not function as a true independent route and routes emergency traffic through a senior living facility — a serious concern under real-world emergency conditions.
Mismatch with the Comprehensive Plan:
This level of density conflicts with the Comprehensive Plan’s clear direction for lower density development to the west and does not align with the surrounding neighborhood context.
Overbuilding a constrained site:
The site lacks the roadway capacity, connectivity, and transit support to safely accommodate this scale of development without degrading safety and quality of life for existing residents.
Deferring critical issues too late:
Key safety, access, and infrastructure questions are being deferred to later approvals, when City Council is the body responsible for deciding whether this project is appropriate at all.

Ask the City Council to require meaningful changes or deny the project as proposed.
